
Thailand Extends Anti-Dumping Duties on Chinese Cold-Rolled Stainless Steel for Another Five Years
On November 10, 2025, Thailand’s authorities released the affirmative final determination of the second sunset review on cold-rolled stainless steel imports from China. The ruling confirms that existing anti-dumping (AD) duties will remain in place for another five years, effective immediately the day after the announcement. The decision aims to protect Thailand’s domestic stainless steel industry from continued injury caused by low-priced imports.
Final Duty Rates Remain Unchanged
Under the renewed measures, anti-dumping duties continue to be calculated based on the CIF import price. The final AD margins are as follows:
• Ningbo Baoxin Stainless Steel: 8.5%
• All Other Chinese Producers: 33.32%
• Exempt Producers:
• Shanxi Taigang Stainless Steel
• Tianjin Tisco & TPCO Stainless Steel
• Guangdong Taigang Stainless Steel Processing & Distribution
• Shanxi Taigang Stainless Steel Precision Strip
These exemptions indicate that certain Chinese producers successfully demonstrated that their exports no longer cause dumping-related injury.
