Taiwan Considers Anti-Dumping Case on Vietnamese Stainless Steel

In early July 2025, Yieh United Steel Corp. (Yusco), one of Taiwan’s leading stainless steel manufacturers, announced its intention to file an anti-dumping (AD) complaint with the Ministry of Finance. The case targets the increasing volume of Vietnamese cold-rolled stainless steel imports, which have surged dramatically over the past two years and are now putting significant pressure on Taiwan’s domestic producers.
 

Increasing Vietnamese Stainless Steel Imports

Vietnam’s exports of cold-rolled stainless steel to Taiwan have seen exponential growth. In 2023, Taiwan imported only 2,066 metric tonnes from Vietnam. However, that figure skyrocketed to 30,524 tonnes in 2024. The trend has continued into 2025, with 20,533 tonnes imported in just the first half of the year—representing approximately 70% of Taiwan’s total cold-rolled stainless steel imports. The monthly average in 2025 has reached 3,500 tonnes, an increase of 1,000 tonnes compared to the monthly average in 2024.

This dramatic surge has created an increasingly competitive environment for Taiwanese stainless steel mills, especially amid weak domestic demand and existing oversupply. Yusco first issued warnings in April, calling on importers to exercise self-discipline in their purchasing decisions. However, those warnings went unheeded.
 

Anti-Dumping Measures in Progress

Due to the persistent pressure from low-priced imports, Yusco is now actively working with legal counsel to gather the necessary evidence to support an anti-dumping investigation. The company expects to submit the official complaint to Taiwan’s Ministry of Finance by late August or early September 2025. If the filing is accepted, it could result in new duties imposed on Vietnamese cold-rolled stainless steel products entering the Taiwanese market.
