EEC Launches New Anti-Dumping Investigation on Chinese Welded Stainless Steel Pipes and Profiles
The Eurasian Economic Commission (EEC) has officially launched a repeat anti-dumping (AD) investigation into welded stainless steel pipes and profiles imported from China. This action comes as the current AD duties—ranging from 14.62% to 17.28%—are set to expire on March 13, 2026, and regional producers are pushing for their extension.
Why the New Investigation Was Launched
According to EEC data, imports of Chinese welded stainless steel pipes more than doubled between 2022 and 2024. From July 2024 to June 2025, imports rose an additional 12%, even as domestic production in the Eurasian Economic Union (EAEU) increased.
Local manufacturers—including Sinarsky Pipe Plant, Globus-Stal, Marcegaglia Ru, and Baltinox—argue that removing the duties would cause material injury to the regional industry. They claim Chinese products are entering the market at significantly lower prices, and China’s large-scale production capacity poses a high risk of renewed market flooding.
Products Covered by the Investigation
The investigation covers welded stainless steel pipes, tubes, and hollow profiles with the following characteristics:
- Material: Stainless steel
- Wall thickness: 0.4 mm to 6 mm
- Shapes: Round, square, and rectangular cross-sections
- HS Codes: 7306 40 200 9, 7306 40 800 1, 7306 40 800 8, 7306 61 100 9
These products are widely used in construction, machinery, food processing equipment, and industrial piping systems.
What This Means for the Stainless Steel Market
The new AD review indicates rising trade tensions in the stainless steel pipe sector. If extended, the duties will continue to limit low-priced imports from China into EAEU countries such as Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.Buyers relying heavily on low-cost Chinese stainless steel pipes may need to reassess their sourcing strategy. Demand may shift toward suppliers in Taiwan, India, Turkey, South Korea, and Southeast Asia, depending on product grade and certification requirements.
