Brazil Extends Anti-Dumping Duties on Chinese Stainless Steel Tubes Through 2030
On July 4, 2025, Brazil’s Chamber of Foreign Trade (CBCex) confirmed a five‑year extension of anti‑dumping duties on austenitic stainless steel welded tubes from China. The decision is part of a regular sunset review aimed at protecting Brazil’s domestic steel producers.
Scope & Duty Details
- Duty rate: USD 1,340.52 per tonne
- Product coverage:
- Stainless steel welded tubes in grades 304 & 316
- Circular cross-section
- Outer diameter: 6 mm to 2,032 mm
- Wall thickness: 0.40–12.70 mm
- Trade codes: Mercosur NCM 7306.40.00 (cold formed) & 7306.90.20 (not cold formed)
- Conical tubes are excluded
Why Brazil Took Action
This decision follows a 2024 sunset review, which determined that ending the duties could lead to increased dumping of low‑priced Chinese tubes—damaging Brazil’s steel industry. Dumping refers to selling products abroad at unfairly low prices.
Market Implications
• Chinese exporters face higher costs, making tubes less price‑competitive in Brazil.
• Brazilian and alternative suppliers may gain market share due to reduced Chinese competition.
• Global buyers should adjust sourcing strategies and consider duty impacts when importing to Brazil.
